FISA hands Russia chance of lighter doping sanctions
LONDON, Feb 8 (Reuters) - Russia has been handed a chance to elect new
national rowing authorities and avoid a possible four-year ban that
would deprive the country's entire rowing team of participation in the
Beijing Olympic Games.
The Russians have until Feb. 15 to accept the offer and until March 31
to elect an entirely new board of the national rowing body and new
team staff, the International Rowing Federation (FISA) said in a
statement on Friday.
Otherwise, Russia, with nine anti-doping code violations in a 12-month
period, could have its rowing federation suspended for up to four
years.
It said its anti-doping rules state if there are eight or more
violations in a 12-month period, FISA "may elect to take additional
disciplinary actions against the National Federation including
suspension of membership for a period of up to four years which would
make all athletes and officials ineligible for FISA events including
the Olympic Games.
"Currently, the decision of 29 January 2008 in which a ban on all
officials of the Russian Rowing Federation from taking part in FISA
activities, is in force," FISA said.
Nine rowers are also serving suspensions but other team members could
be sucked into an overall ban on their federation.
FISA offered the president of the Russian Rowing Federation in a
letter on Thursday "the opportunity to attempt to reduce the full
sanctions by holding new elections of the Board of Directors of the
Russian Rowing Federation before 31 March 2008 and appointing new team
and administrative staff."
FISA conditions included an extraordinary general assembly monitored
by FISA observers and elections with no present office holders
eligible.
The Russian federation "has been given until 15 February 2008 to
confirm it will hold these elections. Only once this confirmation has
been received by FISA, will the Executive Committee release its final
decision on the disciplinary actions against the
Federation." (Reporting by Rex Gowar, editing by Justin Palmer)
